  perceiver: bring the guards added in this branch to the UltraScan III standards

Braces, a space after the construct, and a space inside the parentheses -- per
the UltraScan III Coding Standards wiki page -- on the empty-input guards this
branch adds to regression.cpp.  Only those lines; the rest of the file is left
as it is.
