  ci: run the grpy module tests on somo-dev

Completes the CI half of the #524 review item here. The module's tests were
only ever run by hand, so a change could land on this branch with nothing
checking the ladder, the exposure ranking or the error estimator -- the parts
with numbers in them -- and this is where the module is developed.

This is the FIRST tracked workflow on somo-dev; the branch had none. It is
therefore a new capability rather than a port, kept as its own commit so it
can be dropped without touching the code fixes.

Named grpy-module-tests.yml rather than reusing main's somo-module-tests.yml
deliberately. That file carries a perceiver job as well, and main is
re-baselined from this branch by wholesale snapshot -- a same-named file here
would replace main's and silently drop the perceiver's CI. A distinct name
can at worst duplicate the grpy job on main, which is cheap and visible.

Scoped by path to grpy/** and us_hydrodyn_grpy.cpp, so it does not fire on
unrelated work. test_shell is Qt-free and runs; test_process drives QProcess
and run.sh skips it when QTDIR is unset, which is the case on the runner. The
module compiles at -std=gnu++11, the standard SOMO builds it with while Qt5
is supported.

Verified before committing, from a clean extraction of this branch's grpy
directory on Linux with g++ 13.3.1: ALL PASS, exit 0, with the test_process
skip taken cleanly. run.sh is mode 100755 in the index, so `./run.sh` works
as written.
