  Update qwt to 6.3.0 in release Dockerfiles

Bump qwt_version from 6.1.6 to 6.3.0 in the ubuntu and redhat release
Dockerfiles. The download URL already uses downloads.sourceforge.net
(not a hardcoded mirror), and qwt-6.3.0.tar.bz2 is confirmed present
at that path.
