  SOMO docker: release-only dynamic Linux triplets (skip debug Qt)

vcpkg was building both debug and release Qt (~2x time). Add release-only,
dynamic x64/arm64 Linux overlay triplets (mirroring admin/cmake/triplets/
arm64-linux.cmake: VCPKG_LIBRARY_LINKAGE dynamic + VCPKG_BUILD_TYPE release) and
point build.sh at them via VCPKG_OVERLAY_TRIPLETS. Dynamic because SOMO needs
shared Qt.
