  extrap_c0: report the applied SD-reassessment factor in the log

The output SD-reassessment log gave the verdict and reduced chi^2 but not the
applied scale factor, so the constant mode (factor = sqrt(reduced chi^2), not
implied by chi^2 alone) showed no factor at all. Capture scale_factors from
recompute_errors and report "factor X" for constant or "factor median X
(min..max)" for the per-point non-constant / intensity modes, matching the
HPLC/KIN s.d.util "SD rescale" log format.
