  global_config: add COMPLETE finalize grace/ceiling tunables

jobmonitor finalizes a COMPLETE job without the cluster's (unreliable, UDP)
"Finished" message once a grace period has elapsed, timed on its own clock.
Expose the grace and the hard ceiling here; jobmonitor defaults to 600 /
21600 when they are not defined.
