  extrap_c0 doc: document psv/i0se carry-over, conflict stop, dump_conc_csv

The manual page (somo_saxs_extrap_c0.html) predated the psv/i0se work. Add:
(1) a dialog-section paragraph on the per-curve PSV:/I0se: header values -- that
they must agree across a concentration series and that conflicting explicit
values abort the run, while a missing header uses the default and is compatible;
(2) an Output-section note that the extrapolated curve inherits the series'
psv/i0se (in the plot and the saved header) and that the inputs keep theirs;
(3) scripting input/output directive docs now note the PSV:/I0se: round-trip;
(4) the new dump_conc_csv directive. Date bumped to 2026-07-17.
