  Removal of qwt6.1.6 in github actions, documentation, cmkae and vcpkg configuration (#488)

* Remove qwt6.1.6 actions

Removed deprecated container version for consistency.

* Update QWT library paths to version 6.3.0

* Remove obsolete Qwt6.1.6 configuration presets

* Update README.md

* Remove features related to qwt6.1.6

* Delete buildsys/vcpkg/overlay-ports/qwt-6-1-6 directory

* Delete buildsys/vcpkg/overlay-ports/qwtplot3d-qwt-6-1-6-qt5 directory

* Update Qt version to 5.15.19 and Qwt version to 6.3.0

* Remove deprecated container from CodeQL workflow

* Update container version in doc-build workflow

* Add new container to CodeQL analysis workflow
