  Add diagnostic debug flags for Schannel TLS cipher mismatch (#940)

DB_LEGACY_CIPHER_LIST falls back to the pre-2025-12-31 short cipher
list; DB_SKIP_TLS_VERSION_OPT skips the forced TLS 1.2/1.3 floor.
For bisecting the Windows MSYS2/Schannel SEC_E_ALGORITHM_MISMATCH
("no cipher match") connection failure in a single rebuild.
