  Fix nightly build: macOS x86_64 codesign and Windows runner cleanup (#568)

* Sign nested Assistant plugins before sealing the bundle so x86_64 macOS builds pass codesign

* Skip Windows runner cleanup when C: has enough free space and delete with rd when it runs
