EXP.  -- For UL<3 (non-admins) the following scenario: (1) check if the user is set as an operator, per-Opima basis; if yes to any, set eligible Optimas; (2) if eligible Optima(s) exist, re-initialize Lab/Rotor panel, exclude no-permit machines from list; cut operators to only current UL<3 user logged in; (3) if no eligible Optimas, stop at 1. General; inform user of no-permit situation; reset to the Run MAnager; also, if no runs in Run Manager's list for UL<3 (non-admin can re-attach to its own runs), show standard message re-directing to creating a new rpotocol ...
