  Skip explicit cipher list on MSYS2/64 Windows builds (#940)

MSYS2/64 (MINGW64) Windows builds link a Schannel-backed libmariadb,
which fails to match any suite from the OpenSSL-style CIPHER list:
"TLS/SSL error: no cipher match Error 0x80090331
(SEC_E_ALGORITHM_MISMATCH)".

Rather than imposing a substitute OpenSSL-style cipher string that
Schannel may or may not understand, skip calling
mysql_options(MYSQL_OPT_SSL_CIPHER, ...) entirely on __MINGW64__ and
let the backend negotiate its own default cipher suite set. This is a
workaround pending the real fix of linking an OpenSSL-backed MariaDB
Connector/C on Windows.

MSVC/vcpkg builds and Linux/macOS builds are unaffected (__MINGW64__
is not defined there).
