  SOMO docker: add autotools/gettext/ltdl deps for vcpkg autoreconf ports

First vcpkg build failed building libxcrypt:x64-linux in vcpkg_run_autoreconf.
Minimal Ubuntu lacked the macros/tools autotools ports need. Add libtool-bin,
libltdl-dev (the port explicitly asks for ltdl dev files), gettext, autopoint,
and perl.
