  SOMO docker: add python3-venv/pip + gperf for libsystemd/Qt

libsystemd (pulled transitively via dbus->Qt) failed at `python3 -m venv`
because the minimal image had python3 but not python3-venv. Add python3-venv,
python3-pip, and gperf (needed by systemd/Qt builds).
