  SOMO docker: add libsm/ice/xcb-xinput for Qt6 qtbase host tool

The qt5 build pulls a Qt6 qtbase as a HOST build tool (qwt-6-3-0-qt5 ->
vcpkg-qmake -> qtbase). qtbase's vcpkg feature set forces xcb-sm and
xcb-xinput ON, which need X11 session-management (libSM/libICE) and
libxcb-xinput dev libs that the minimal image lacked. SOMO target stays Qt5.
